Prior to joining Commerce, Penny worked for 18 years at the National Archives and Records Administration (NARA) and served most recently as an Associate Chief Information Officer (ACIO) in the Information Services office. As ACIO, she helped set agency IT strategy and provided broad oversight of NARA’s systems development, existing systems maintenance and enhancements, and operational support for applications and tools.
Penny also oversaw the design, development, and deployment of NARA’s Electronic Records Archive (ERA) system, one of the Archive’s key software products which takes in and stores electronic records from the White House, Congress, and agencies across the Federal government. She was also responsible for developing IT strategy and operational methods in other CIO organizations within NARA and helping to modernize a wide variety of IT procedures and systems.
Prior to NARA, Ms. Ha worked at the Internal Revenue Service (IRS) Office of Chief Counsel and at IBM. She holds a BS in Computer Science from Miami University (Oxford, Ohio) and a MS in Computer Science from Johns Hopkins University.
