ucas Castillo joined the Department of Commerce in June 2018 and currently serves as the Director for the Office of Business and Administration Services, Office of the Chief Information Officer, Office of the Secretary. Mr. Castillo is a proven leader and team builder and has successfully led and managed program assessment and development, strategic planning, human capital management, information and technology systems implementation, and reengineering initiatives in organizations of up to 400 personnel with budgets of over $700M.

Prior to joining the Office of the Chief Information Officer, Mr. Castillo served as the Branch Chief for Central Services within the Office of the Chief Financial Officer (OCFO), Federal Student Aid (FSA), at the Department of Education. He was responsible for the overall management and oversight of all aspects of administration, human resources, travel, purchase cards, budget and cost control; contract management, facilities management, invoice payment, annual inventories, IT asset management, IT equipment deployment and configuration; IT software and license deployment and configuration, personal property management, mobile device management; and, approval of interagency agreements and reimbursements across FSA. 

Mr. Castillo has also served as Division Chief for the Office of Planning and Program Support, located in the Bureau of Consular Affairs within the Department of State.  Serving as the Division Chief, he managed and provided oversight on over $7.7 billion in procurement and grants management, contract management, budget planning, workload analysis, business metrics and analytics; accounting operations, and passport production at twenty-nine Regional Passport Agencies, Production Centers, and gateway offices throughout the continental United States, Hawaii, and Puerto Rico and over 265 U.S. Embassies overseas.

A certified FAC-COR Level III Contracting Officer Representative and FAC-P/PM Senior Level Program and Project Manager, Mr. Castillo has also served as an Acquisitions and Budget Operations Chief, Senior Procurement Analyst, Contract Specialist, and Contracting Officer for the Strategic Management Group (SMG) within the Office of Human Resources and Administration at the Department of Veterans Affairs. Mr. Castillo’s breadth of experience of more than 30 years as a military and Federal civilian leader is comprised of previously held roles serving in key positions with strategic and corporate impact across multiple Departments. 

Mr. Castillo is a retired Combat Engineer and served in the United States Army. Highly decorated, he received numerous awards during his deployments and service to our nation including the North Atlantic Organization Medal, Armed Forces Expeditionary Medal, Armed Forces Service Medal, Southwest Asia Service Medal, National Defense Medal, Army Achievement Medal, and the Army Commendation Medal.  He holds a Bachelor of Science in Business Administration with a minor in Logistics Management graduating Cum Laude and is currently pursuing a Master’s in Information Technology Management.
